At Bromford Flagship LiveWest (BFL), we're building a new strategic resource planning capability that will help us make smarter decisions, optimise resources and deliver better outcomes for our customers. As we continue to embed our Place-based approach, you'll play a key role in ensuring resources, capacity and operational priorities are aligned to the needs of customers and communities in the places we serve.

As our Strategic Resource Planning Manager, you'll take the lead in developing the frameworks, forecasting, standards and insight that enable effective resource and capacity planning across the organisation. You'll work with senior leaders to balance customer experience, operational performance and financial priorities, ensuring we have the right resources in the right place at the right time.

With hybrid working and the flexibility to be based from offices across the BFL geography, including Chipping Sodbury (BS37), Tewkesbury (GL20), Lichfield (WS13), Wolverhampton (WV10), London, Norwich (NR1), Dereham (NR19), Exeter (EX5), Weston-super-Mare (BS24) and Tolvaddon (TR14), this is an exciting opportunity to establish a function that will influence decision-making at the highest levels, helping shape how services are planned and delivered across BFL.


The role

Reporting to the Head of Strategic Resource Planning, you'll lead the development of strategic resource and capacity planning across BFL, providing the forecasting, capacity planning and insight needed to support effective organisational decision-making. You'll help ensure our Place-based operating model is supported by robust planning, enabling teams to respond effectively to local demand while maintaining organisational efficiency and value for money.

You'll:

  • Lead strategic resource planning to optimise resource deployment and improve customer outcomes
  • Develop demand forecasts and capacity models that inform resourcing and operational decisions
  • Translate strategic planning requirements into practical plans that balance customer, productivity and financial priorities
  • Optimise resource deployment, planning approaches and ways of working to maximise efficiency
  • Establish planning standards, governance and methodologies across BFL
  • Provide analysis, insight and business cases that support strategic decisions and investment priorities
  • Partner with senior leaders and colleagues across Operations, Finance, Data, Insight and Transformation to influence resource planning decisions
  • Develop planning capability, driving continuous improvement and planning maturity across the organisation

What you'll bring

We're looking for someone who can combine strategic thinking, analytical expertise and stakeholder influence to drive meaningful organisational outcomes.

You'll have:

  • Significant experience leading resource, workforce or capacity planning in a complex operational environment
  • Expertise in demand forecasting, capacity planning and workforce optimisation
  • Strong analytical and modelling skills, with the ability to translate complex data into clear insights
  • Experience developing planning capability, teams or functions, with a focus on continuous improvement and maturity
  • Strong stakeholder management and influencing skills, including working with senior leaders
  • Commercial awareness and an understanding of the relationship between resource, cost, productivity and customer outcomes
  • Excellent communication skills and a passion for continuous improvement and organisational effectiveness
