Help us ensure our rents, service charges and property data provide the foundation for excellent customer outcomes and regulatory compliance.

At Bromford, accurate rent and service charge management is critical to delivering excellent services to our customers, maintaining regulatory compliance and supporting effective business decision-making. As our Rents & Service Charge Operations Manager, you'll lead a specialist team responsible for the operational delivery of rent reviews, service charge administration, property data management and regulatory reporting.

You'll drive continuous improvement across operational processes, use data and technology to enhance efficiency and provide leadership to a high-performing team that supports key organisational activities, including annual rent reviews and completion of the Statistical Data Return (SDR).

What you'll be doing

As Rents & Service Charge Operations Manager, you'll lead the operational management of rent and service charge activities across the organisation. You'll be responsible for maintaining robust controls, ensuring compliance with regulatory requirements and overseeing the integrity of property, rent and customer charge data.

Working closely with stakeholders across the business, you'll develop and improve income-setting processes, provide expert guidance on rent-related matters and ensure customers receive clear and accurate information regarding rent and service charge changes.

Your responsibilities will include:

  • Leading the delivery of annual rent reviews and customer charge reviews, ensuring compliance with legislation, policy and regulatory requirements.
  • Acting as the organisational lead for operational rent-setting activities, rent and property data processing, reporting and property charge administration.
  • Managing and maintaining accurate property, rent, service charge and customer data to support organisational decision-making and compliance.
  • Designing, reviewing and continuously improving operational processes and controls relating to rents, service charges and property administration.
  • Leading the completion of regulatory returns, including the Statistical Data Return (SDR).
  • Leading, coaching and developing the Rents & Service Charge Operations team, creating a high-performing and customer-focused culture.
  • Driving operational improvements through the effective use of data, technology and continuous improvement practices.

What we're looking for

We're looking for an experienced operational leader with strong technical expertise in rents, service charges and property data management. You'll combine excellent analytical skills with a customer-focused approach and the ability to build strong relationships across the organisation.

You'll bring:

  • Strong understanding of the Regulatory Rent Standard, lease terms and social housing rent legislation.
  • Experience of setting, reviewing and validating regulated rents and service charges across multiple tenure types.
  • Experience completing regulatory returns, particularly the Statistical Data Return (SDR).
  • Experience improving data quality and leading data improvement initiatives.
  • Proven leadership experience, including managing, motivating and developing teams to deliver strong performance.
  • Strong analytical, numerical and problem-solving skills, with a methodical and detail-oriented approach.
  • Ideally a degree-level qualification and a professional finance qualification such as CIMA, ACCA, ACA or equivalent, although relevant experience will also be considered.

Why join us?

This is an opportunity to play a pivotal role in one of the most important operational areas within our Finance function. You'll help ensure the accuracy, compliance and effectiveness of the processes that underpin rent and service charge management across Bromford, while leading a skilled team through a period of ongoing improvement and transformation.

You'll join an organisation where data, customer outcomes and continuous improvement matter, and where you'll have the opportunity to influence key decisions, develop your career and make a meaningful impact for customers and colleagues alike.

We’re Bromford Flagship LiveWest (BFL), a place-based affordable housing provider supporting almost 300,000 customers across the southwest, central and east of England.

Our purpose is simple and honest: we invest in homes and relationships so that people can thrive. As the UK’s largest provider of new affordable homes, we deliver over 3,000 new homes each year—helping to meet growing demand and build stronger communities.

Why our work matters
The need for safe, affordable housing has never been greater. Rising costs, growing inequality and increasing homelessness are making it harder for people to buy or rent a home. Strong housing associations like BFL play a vital role in providing quality homes and creating opportunities for a better future.

Through place-based working, our teams build progress from the ground up. You’ll find us at the heart of the communities we serve—strengthening neighbourhood relationships, responding quickly to changing needs and planning for the long term.

We’re also a place where people can grow. We give our colleagues the tools and opportunities to build meaningful careers, develop future-ready skills and perform at their best, all within a supportive and inclusive culture guided by our values.

We’re a place for people determined to make a difference.
