Invest in homes and relationships so people can thrive

At Bromford Flagship LiveWest (BFL), our purpose is to invest in homes and relationships so people can thrive. We believe every customer has a fundamental right to a home that is safe, secure, and warm, and we will never compromise on delivering homes that meet — and exceed — these standards.

As a place-based affordable housing provider supporting almost 300,000 customers across the South West, Central and East of England, we play a vital role in tackling the growing demand for safe, affordable housing. As the UK’s largest provider of new affordable homes, delivering more than 3,000 homes each year, we are helping to build a better future for our communities.

We are now seeking an exceptional leader to join us as Head of Operational Transformation & Commercial.

The Opportunity

This is a pivotal leadership role responsible for leading, managing and supporting the delivery of transformation and commercial improvement activity across Service Delivery operations within BFL.

You will identify and assess commercial opportunities, develop and deliver programmes of work, and ensure the successful implementation and realisation of benefits. The role carries accountability for delivering and supporting transformation and commercial benefits of approximately £4 million during 2026/27.

Leading the Service Delivery Transformation & Value team, you will drive operational excellence, commercial performance and strategic change across a large-scale, customer-focused organisation.

What You'll Be Responsible For

  • Lead and develop the Service Delivery Transformation & Value team, delivering programmes of transformation and value while acting as business leads for technology-enabled change.
  • Identify opportunities to drive growth, efficiency and value across operational services.
  • Evaluate commercial opportunities across operations, leveraging organisational scale and demand to maximise value and drive efficiencies.
  • Work closely with procurement teams to optimise supply chains and improve commercial outcomes.
  • Lead programmes of insourcing and outsourcing activity, developing business cases, cost models and implementation plans.
  • Review and optimise fleet expenditure, including vehicles, fuel consumption and asset utilisation.
  • Analyse material spend and operational performance trends to inform smarter sourcing decisions, standardisation and specification improvements.
  • Drive productivity improvements, right-first-time performance and workforce efficiency.
  • Act as Business Lead for operational systems development and implementation, ensuring systems and data support commercial insight and operational decision-making.
  • Deliver and embed sustainable operational and commercial improvements, ensuring benefits are realised and measured.
  • Build strong relationships across the organisation to ensure successful programme delivery.
  • Influence and support operational leaders to embed commercial thinking and behaviours.
  • Own and manage a portfolio of transformation and commercial initiatives aligned to organisational priorities.
  • Report programme performance and outcomes to senior leadership, supporting future business planning and budget setting.

What We're Looking For

We're looking for a commercially astute and transformational leader with a proven ability to deliver measurable results in complex operational environments.

Essential Experience

  • Demonstrable success delivering significant efficiency improvements and cost savings within operational or service delivery environments.
  • Experience leading large-scale transformation programmes from design through to implementation and benefit realisation.
  • Proven track record of delivering measurable ROI and achieving ambitious financial outcomes.
  • Experience leading high-value, business-critical programmes aligned to strategic objectives.
  • Strong experience identifying and implementing process improvements that enhance efficiency and performance.
  • Advanced analytical skills, with the ability to translate complex data into actionable insights.
  • Exceptional stakeholder management, communication and influencing skills, including engagement at executive level.
  • Experience leveraging systems, data and technology to improve commercial and operational performance.

Knowledge and Skills

  • Strong commercial and financial acumen, including budgeting, forecasting, procurement strategy, contract management and risk analysis.
  • Strategic thinker with the ability to translate organisational objectives into practical delivery plans.
  • Strong programme leadership and governance experience.
  • Excellent problem-solving and decision-making capability.
  • Outstanding written communication skills, including business case and executive report writing.
  • Proven ability to build high-performing teams and foster a culture of accountability and continuous improvement.
  • Strong influencing, negotiation and relationship management skills.
  • Experience using data, systems and digital tools to support performance improvement and commercial decision-making.

Qualifications

  • CIH Level 5 qualification or equivalent experience desirable.

Additional Requirements

  • Full UK driving licence.
  • Flexibility to travel across BFL operating regions as required.

This is a unique opportunity to shape the future of operational delivery across one of the UK's largest housing providers. You'll play a critical role in delivering meaningful transformation, driving commercial value, and helping us create even better outcomes for our customers and communities.

We’re Bromford Flagship LiveWest (BFL), a place-based affordable housing provider supporting almost 300,000 customers across the southwest, central and east of England.

Our purpose is simple and honest: we invest in homes and relationships so that people can thrive. As the UK’s largest provider of new affordable homes, we deliver over 3,000 new homes each year—helping to meet growing demand and build stronger communities.

Why our work matters
The need for safe, affordable housing has never been greater. Rising costs, growing inequality and increasing homelessness are making it harder for people to buy or rent a home. Strong housing associations like BFL play a vital role in providing quality homes and creating opportunities for a better future.

Through place-based working, our teams build progress from the ground up. You’ll find us at the heart of the communities we serve—strengthening neighbourhood relationships, responding quickly to changing needs and planning for the long term.

We’re also a place where people can grow. We give our colleagues the tools and opportunities to build meaningful careers, develop future-ready skills and perform at their best, all within a supportive and inclusive culture guided by our values.

We’re a place for people determined to make a difference.

Bromford Flagship LiveWest. A place to make your own.

We’re proud to be recognised as a Great Place to Work, thanks to our inclusive, values-driven culture. We know that diverse teams bring out the best in everyone, and we are committed to creating a workplace where everyone feels valued, supported, and able to thrive.

We are a proud "Disability Confident" (Level 2) and Menopause Friendly employer and have signed the Armed Forces covenant to support those who serve.

We encourage people from all sections of our community to apply for jobs with us. Particularly, we welcome those who have been historically underrepresented in areas of our workforce including people from ethnic minority backgrounds, disabled people and members of the LGBTQIA+ community.

Wherever possible, we offer flexible working arrangements to help you balance your work and personal life, alongside the tools, training, and opportunities you need to develop and succeed in your career.
